At-Taubah 87–99

Stance toward jihad is used as a differentiator: those who refuse without reason have their hearts sealed, while the weak, the sick, and the poor are indeed exempted from that obligation.

Hatred for jihad with wealth and soul is called a sign of true hypocrisy.
The Prophet Muhammad and the believers who remain loyal are promised abundant good and an eternal paradise.
The weak, the sick, the poor, and those without provisions are permitted not to participate in fighting as long as they are truthful to Allah and His Messenger.
The wealthy who ask permission to be absent actually reveal their hypocrisy, and their hearts are sealed so they do not understand jihad.
Among the Bedouin Arabs there are those whose disbelief is very severe and who regard zakat as a loss, but there are also those who believe and view giving as a means of drawing near to Allah.

Verse 87 still explains the characteristics of the hypocrites mentioned before, namely that they truly love not to be invited to fight in the path of Allah. Therefore, Allah sealed their hearts, because they refused to be gentle in any way. Thus, whoever hates jihad in the path of Allah with wealth and soul is a true hypocrite, as explained in the preceding verses.

Verses 88 and 89 explain the characteristics and qualities of the Prophet (peace and blessings be upon him) and the believers who remain loyal with him. They love jihad in the path of Allah with their wealth and souls. Allah promises them abundant good and they are the fortunate ones. Allah has prepared for them gardens beneath which rivers flow of every kind; they will remain in them eternally, and that is boundless success.

Verse 90 explains that among the Bedouin Arabs there are also those who do not like to fight in jihad and prefer to sit with those who oppose Allah and His Messenger. They too will receive punishment like the hypocrites.

Verses 91 and 92 explain that those permitted not to participate in jihad are the weak, the sick, those without provisions to take for jihad as long as they are truthful to Allah and His Messenger, and the poor.

Verse 93 reaffirms that among the signs of hypocrisy is asking permission not to participate in fighting despite being wealthy and liking to join those who do not participate in fighting. Such conduct causes Allah to seal their hearts so that they never come to understand and comprehend the wonder of jihad in the path of Allah.

Verses 94-99 still explain the characteristics of the hypocrites and how to deal with them. Among them:

They like to seek excuses not to participate in fighting in the path of Allah. Therefore, Allah commanded the Prophet (peace and blessings be upon him) to reject their excuses and tell them that Allah has informed him of what they truly conceal in their hearts. While in the Hereafter they will attend the court of the All-Just Allah who will decide what recompense they receive for their deeds in this world.
They like to swear by the name of Allah in order to justify the lies they tell and so that the Prophet (peace and blessings be upon him) will not punish them. Then Allah commanded the Prophet (peace and blessings be upon him) to turn away from them because they are filthy and their place in the Hereafter is Hellfire.
They swear to seek the pleasure of the believers. Even though the believers are pleased with them, Allah is not at all pleased with them, because they are a disobedient people.
Among the Bedouin Arabs, their disbelief and hypocrisy are very severe. It is natural that they do not come to understand the rulings and system of Allah contained in the Qur'an and the Sunnah of the Prophet (peace and blessings be upon him). The obligation of zakat and the encouragement of giving they regard as a loss, and they hope the believers meet with calamity or hardship. In truth, it is they who face hardship.
Among the Bedouin Arabs there are also those who believe in Allah and the Last Day, considering giving as a means of drawing near to Allah and hoping to receive the supplication of the Prophet Muhammad. Allah will enter them into His Paradise in the Hereafter.
