Asy-Syura 1–15

Allah is confirmed as the Supreme Judge and the revealer to all prophets, with the same Shariah commanded to Nuh, Ibrahim, Musa, and Isa accompanied by a prohibition against division.

Verse 1 of Surah Asy-Syura consists of 2 Arabic letters (Hijaiyyah), namely ha and mim. Verse 2 consists of 3 letters: 'ain, sin, and qaf. In the Qur'an there are 29 surahs that begin with combinations of letters like this. None knows its meaning except Allah alone. The Messenger did not explain its meaning. Nor did the companions of the Messenger, to whom the Qur'an was first revealed, ever explain its meaning. Therefore, the majority of scholars do not dare to interpret it. They only say: 'Allah knows its meaning.'

Verses 3-10 from Surah Asy-Syura explain four matters:

  1. The One who reveals to Muhammad and the prophets before him is Allah, the Almighty and All-Wise, the Owner of the heavens and the earth. He is Most High and Most Great; the heavens above almost burst, the angels constantly glorify Him and seek forgiveness for the believers on earth. Indeed Allah is the Most Forgiving and the Most Merciful. So it is Allah who oversees the disbelievers and those who associate partners with Him, not Prophet Muhammad who was entrusted with overseeing them.
  2. The Qur'an is revealed to Muhammad in Arabic so that with it he warns the people of Mecca and its surroundings about the Day of Gathering (the gathering) which will certainly occur. On that day, one group of people will enter Paradise and another will enter Hellfire.
  3. Allah is capable of making all people one community (all guided or all astray). But Allah created the law of truth so it becomes known who receives His mercy and who deserves His punishment. Why do people associate partners with Allah with false gods? Only Allah is the true Protector, because He gives life and death and is Almighty over all things.
  4. Therefore, the Supreme Judge in deciding all affairs in human life is only Allah, the Creator of all people. To Him people should rely and to Him they will be returned.

Verses 11-15 continue the previous explanation; Allah is the Supreme Judge for mankind. For Allah is also the Creator of the heavens, earth, creates humans and animals in pairs of their own kind. Through the pairing system humans reproduce. There is nothing like unto Him. Allah is All-Hearing, All-Seeing. He is the Owner of the keys of the heavens and the earth. He expands provision for whomever He wills. Indeed Allah is All-Knowing of all things.

Allah revealed the Shariah of Islam to Prophet Muhammad as He revealed it to Prophet Nuh, Ibrahim, Musa, and Isa. Allah commanded the prophets to establish the Shariah of Islam and prohibited them from dividing. The polytheists are burdened by the call to Islam. Allah chooses whomever He wills as His messenger. He guides to Himself those who turn to Him.

The People of the Book rejected the truth of Islam out of hatred toward it even after it came to them because of the hatred in their hearts. Had it not been for a previous decision from Allah to decide their case in the Hereafter, the matter would have been decided for them in this world. Indeed, they are in doubt about their own religion.

Allah commanded the Messenger to be steadfast in worship and preaching and prohibited him from following people's desires. Allah commanded him to believe in Allah, the Books before it, and apply justice, make it clear who the true Lord is—which is Allah—abandon the actions of people that do not accord with Allah's law. If they reject Allah's law, then the final decision is in the Hereafter.
